Terraform's biggest advantage is that we don't have to care about disabling resources before removing them.
I don't think it's worth it to set up some abstraction layer above Ansible or Puppet to get the same result.
As to that reason it will not be replaced anytime soon.
The main reason for the idea to combine setup and deployment steps was that setup took ~10 minutes back when native projects where a thing. Since those were removed (#28) setup time during tests is about 4 minutes which is fine.
Looking into Terraform provisioners (which would probably mean we can't use premade playbooks or similar collections) may be another option...
