No current plans. It looks like there are only ~8 API endpoints though so it shouldn't be too bad. If I somehow get some free time, I'll try to take a look.

I actually was able to put in a bit of time and got the basic endpoints done in cea25e7. If you want to give it a test, that would be great.

Looks good so far. One small issue I found is the FakeJobFlow (https://github.com/spulec/moto/blob/master/moto/emr/models.py#L54) object miss normalizedinstanceh and visibletoallusers attributes
