Handle sublocality/political about geocoder HOT 7 CLOSED

Find a common name for all providers, if we can find this information in the most part of them, it will be implemented in Geocoder. Otherwise, it will be doable by extending things :)

by google_maps - [ "sublocality", "political" ]
by yahoo - "neighborhood"
by openstreetmaps - "suburb"
by bing_maps - couldn't check, because i have no api key currently
