Can you check to see if FvwmMFL
is running?
I suspect that's your problem here.
Please not as well that there is no regression compared to fvwm2 here, this is new functionality.

fvwm3 1.0.7 (released)
There has not been a release of 1.0.7 yet -- how is it this string reports that? Have you compiled fvwm3 yourself or is this via some sort of package manager?

There doesn't seem to be a package for Linux Mint. I had to compile fvwm3 myself, so it's what I grabbed from github. I guess I should have looked more closely for a released version. I haven't used github much so I didn't see that.
There 's a package for FreeBSD, but well, all I can say is thank goodness for VM snapshots. :-) I don't know if it's relevant, but it complained about a conflict of only one file: FvwmCommand.

Can you try something like this:
FvwmCommand -d 'Exec exec xterm'
Or adapt your example to add -d
to FvwmCommand
and paste the output here?
I'm still not happy about the version string you're seeing, but that's a separate issue.
