bgp timers - default not visible about frr HOT 4 CLOSED

Sorry, I dropped the ball on things :(

my previous work on this is at https://github.com/opensourcerouting/frr/commits/defaults
it's mostly the import check thing that's giving me a headache

the following items from your changes mail were still left on my to-check list:

• 02 bgp: import-check enabled by default
• 10 bgp: 'no-as-set' default for 'bgp as-path multipath-relax'
• 11 bgp: enable IPv6 ND by default for BGP unnumbered neighbors
• 12 bgp: relaxed peer-group restrictions, update-groups determine outbound policy anyways
• 15 zebra: IPv6 ND RA has lifetime set to 0

I believe 11,12 and 15 are "no change" or irrelevant; 10 might need another look.

Given that the "import-check" issue has been cleared up and the outcome was that no change in behavior is needed there, I think that the defaults branch is all that is needed to move forward here. I looked at it and it appears sensible to me, so I'd propose to merge it into stable/2.0 - then we should be able to close this issue.
