I added rate limits by adding creating a RateLimitListener that gets executed after Firewall::onKernelRequest.

Rate limiting has nothing to do with the server-side OAuth implementation (except that your api may need both features). so it is out of the scope of this bundle

I think it's out of the scope of all FOS* bundles. Maybe having a RateLimitBundle would make sense though.
