for your fix, questions below:

1. why did you get rid of 'Block the user's account. This will prevent logins.'?
2. why did you separate current user and other users?
   when the current user is read only or write, will have 2 same user edit page.
3. 'Blank the user's account. This will will set the password to a blank password' is not working.

also one question, why edit current user has a different page with other users? such as:
not able to change repo and level.

1. Block user account isn't needed. Just change the password to block a user without removing their account.
2. I don't know what this means but the old UI's (user-edit-any.php and user-edit-self.php) are removed in #ed69ab2
