I tried the code sample using latest versions but was unable to replicate the reported behavior.

Can you provide the emulator details on which the behavior occurs ? Also try to run on physical device to see if the behavior persist or not. I tried on Pixel XL emulator running Android 13.

Thanks, @darshankawar , Really sorry tagging randomly. I've noticed that the problem doesn't occur on real devices, but it persists consistently across various emulators despite trying different ones.

Thanks for the update. I think I was able to replicate the behavior on stable, but not on master, wherein, you can switch and re-run your scenario to confirm.

Yes @darshankawar it works on master for me too, It works on stable also if you pass resizeToAvoidBottomInset to false in Scaffold.
