Currently, in_forward plugin of fluentd doesn't support UDP. One alternative is in_syslog plugin - it supports sending logs over UDP between syslogd and fluentd. Please see in_syslog document for more detail.
Is it enough for you? If the answer is negative, could you tell me the use case?

If TCP protocol is used without overhead then it should be fine for the use case I have.
Can you tell me whether using TCP introduces overhead which will undermine the logging performance of fluentd?

To the best of my knowledge, being TCP hasn't held back Fluentd from handling a large number of messages robustly: for example, as @tagomoris mentions here, "Fluentd collects 995GB logs per day (92,000 messages/sec and 184Mbps bandwidth at peak time) from 200+ web servers". I cannot make any claim about your use case without learning more about it, but I recommend you consider other optimizations before really going from TCP to UDP at the cost of reduced reliability.
