This is react-popper v1 which hasn't had a bug fix since 2019... Popper v2 was released in January 2020 and doesn't have this issue: https://codesandbox.io/s/react-popper-dropdown-issue-forked-4qebw2

Actually I think you're facing this bug: floating-ui/floating-ui#1404 which is indeed still an issue in Popper v2.
The first (root) menu opens correctly in Popper v2 (unlike v1) but the submenu requires 2 updates. The bug isn't present in Floating UI though.
