Options to try in order of priority:
- Firezone installation ID (test on real device vs emulator)
- hardware serial
- MAC address of cell / wifi interface

Ah wait a minute, we are generating our own device ID and persisting that to device storage on first run, which is the right approach here.
I think the issue here is that we're using Build.MODEL as the device name, which is showing as dupes in the portal UI.
The fix here is to use the hardware serial for deviceName instead. deviceId is fine as-is.
