Same here without IPv6. For now, I disabled SPDY but would be great to have a fix. Will look into it, but..
Maybe @vkholodkov has already an idea what's causing this?
Should be easily reproducible when using nginx-upload-module together with spdy.
Current mainline and stable nginx versions (1.6.x and 1.7.x) behave the same.
By the way, @vkholodkov: Could you please either set the default branch in the settings page to 2.2 or merge the 2.2 branch into master? I often forget to checkout 2.2 and then my builds fail ;)

Had the same error.
Nginx version 1.8 with SPDY enabled.
Disabling it allowed uploads again.

This may be a bogus bug at this point. SPDY has been removed from 1.9.5 in favor of HTTP/2. I have not tried using the uploader with HTTP/2 enabled so no idea if it works. If not I would create a new issue.
