I just committed updated code to the APRS branch of the current master. On Line 137 I start the nmeaToDegDecMin function which converts NMEA compliant strings into APRS Protocol Version 1.0 compliant strings.
The functional code includes:
This makes sense to me and seems to preserve leading as well as trailing zeroes correctly. I am however testing without a GPS and using pre-configured GPS NMEA strings. I'll need to test with a real GPS before closing.

@kb1lqd and @jbemenheiser you guys should checkout my APRS branch and try to follow the configuration of APRS. It does require Telemetry running with Proxy.

This should get you onto APRS-IS and sites like aprs.fi should work! Would love to see real GPS data flow through it.
