The current code is correct. These lines of code target IE8-. The only way to fire a custom event in IE8- is to set a custom attribute on an element, whose name is available as "propertyName". This "event" is triggered at

webL10n/l10n.js

Lines 1087 to 1094 in b18c753

// fire non-standard `localized' DOM events
if (document.createEventObject && !document.createEvent) {
fireL10nReadyEvent = function(lang) {
// hack to simulate a custom event in IE:
// to catch this event, add an event handler to `onpropertychange'
document.documentElement.localized = 1;
};
}
