Support StreamElements custom layouts with minimal changes (Chat) about streamcore HOT 4 OPEN

Add an option to provide source_badge_* as a badge?

souce_badge_* can now be included as a badge!
Add a json file to the customization that is given the jsid of "streamelements", here is the defined variables accessed in the file:

Defaults to not including the source as a badge

Previously we weren't providing emote information along with the raw_message, this is how StreamElements handles it so by adding that we are more able to handle their customization files directly
