Additional attendees receives the same question groups as admin. When the primary and additional attendee question groups are different, the additional attendee still only gets the Personal Information group questions.

Due to some data caching, you need to revisit the Event List and reselect the event and ticket qty in order to see the affects of your changes in the admin.

Noted.
Looks like the Additional Attendees Question Groups settings (UI, not UX) follow the Question Group settings for the Primary Attendee. This is not a problem during checkout, just the admin display. Video: https://www.youtube.com/watch?v=zO4DSP3dfew&feature=youtube_gdata
