TOML configuration about log4rs HOT 9 CLOSED

It was dropped because the toml crate hadn't updated to serde 0.9 at the time I updated this, but it is now so I will add it back!

Unfortunately, I could not even successfully upgrade from 0.4 to 0.5 yet because I'm using the module file::raw directly...
But I'll create a separate issue for what I'm trying to do. Maybe there's a simpler way.

You should be able to use https://docs.rs/log4rs/0.6.0/log4rs/file/struct.RawConfig.html where you were using raw previously.

(That type implements serde::Deserialize but a rustdoc bug prevents it from showing up in the docs D:)

My code is now considerably simpler with 0.6, that's great!
It seems to work for me. No extensive testing done though.
