I can't reproduce this one. Ran a few tests and the specified active tool is displayed. Here's an app that has been configured to none. http://www.arcgis.com/apps/Viewer/index.html?appid=5e919ab0706f4832995ab0635ba31ff0

Any additional details you can provide on how to reproduce this such as browser, version etc would be helpful.

Thanks Kelly,
I'm opening the viewer with the latest version of Firefox 34.0.5. I just tested it out on Safari (iPad Air) and it's working fine in that browser. I had a co-worker test it in IExplorer (assuming latest version) and it's behaving improperly as described above. Hmmm. I wish I knew more about the code to troubleshoot this myself. I can't tell you how much I appreciate folks like you.

how exactly are you opening your app?
is it published in arcgisonline? previewed?
are you hosting it locally?

how are you setting your configuration?
appid parameters?
the defaults.json?

strange. the app json lists the appropriate empty string and the appropriate code is firing here.

can you try creating a brand new app (from the same webmap) to see if the behavior is reproducible please?

I created a new viewer from the main map which can be accessed below. SO before I changed any of the tool display settings the Active Tools worked fine, i.e. didn't default to Measure. I then disabled some tools, set active tool to "None" and it worked fine. But when I turned off the Editor and Printing it went back to defaulting to the measure tool despite having "None" chosen as default tool.

I found a fix. Simply turn on the editor and editor toolbar and for whatever reason the measure tool is no longer popping up as default despite having Active Tool set to "none". Not sure why but don't care since the editor toolbar doesn't show up anyway.

i'm glad you've found a workaround and appreciate for your assistance pinpointing the specific reproducible test case. internally we will still need to pursue an actual 'fix'.

also, for those that don't know this, the editing tool does display in applications when an editable layer is included in the webmap.
