Component: Tabs about calcite-design-system HOT 4 CLOSED

I'm going to try to get a rough draft of this done by Tuesday based on what is in Calcite Web 2.0 right now.

Generally speaking this is done and has full ARIA and i18n support. There are a few things that might need some cleanup or expansion later:

• Do we need to reverse the left/right arrow behavior when we are RTL? My gut says yes.
• I would like to add support for synchronizing multiple tabs on a page with a linked attribute and I would like to add support for reading the initial tab value from a cookie attribute. These would be used in the Developers site for the tutorials like Get an access token where are would want to sync up the selected tab across all tutorials and remember it.

• Expand this to support additional patterns/CSS variables from Proto like Tabbed Card Switcher and Tabbed Content Switcher so we could replace the tabbed patterns we used on the ArcGIS for Developers homepage and all feature apges

@macandcheese noted in #27 (comment) that we might have to have an icon slot in <calcite-tab-title> for better consistency.
