I am unable to reproduce this in Chrome 91 or in latest Firefox.
The dialog is placed on top of the button/navbar by setting it to a higher z-index here: https://github.com/esphome/dashboard/blob/main/raw_package/static/css/esphome.css#L18

I was discussing this with Jesse and the issue is because of the cached esphome.css file in your browser.
Clear your browser cache for this page / refresh a couple of times and it will go away.
We'll work on automatic CSS invalidation in the future.

I ran into the same issue here. Its very strange as I used dev tools to perform the "Empty Cache and Hard Reload" on the page and still saw the same issue. Loading up the css document manually, I saw an older version without the z-index changes even after multiple refreshes. I had to enter application -> clear site data which then allowed me to see the new CSS and resolve the issue.
