It seems that the package.el
I get by following the [http://tromey.com/elpa/install.html](install instructions on the ELPA site) is different from the one committed to emacs-starter-kit
in 7fe8af3. Their version numbers (0.9) and change logs do match exactly, but the latter is copyright FSF instead of Tromey and indicates that it's part of GNU Emacs. Significant to the issue at hand, the FSF version changed the signature of the package-installed-p
function.

Okay, now this makes sense. The emacs-snapshot
in the Ubuntu 11.04 repositories is not Emacs 24. It's 23.1.50.1. The correct package.el
is shipped with Emacs 24.
I never checked, just assumed Ubuntu would be more up-to-date. Sorry for the noise. Waiting for someone to package Emacs 24 for Ubuntu.
Anyway, it looks like the change log and version tracking for package.el
aren't done properly.

yup, more versioning issues. Thanks for posting though as until Emacs24 is released (hopefully this winter) I wouldn't be surprised if others run into this issue.
