Hi @michaellihs,
This is actually a requirement of the bosh-cli which Control Tower uses to do the deploy. It needs certain tools installed on the local system in order to do the create-env to create the BOSH director.
This is technically included in the prerequisites in the README under the bullet "Ensure you have the correct local dependencies for bootstrapping a BOSH VM" although I admit its easy to miss.
