I managed to finally fix the issue by adding a "defaults" section to each of the XmlDatastream declaration (running eulfedora_0.21). Without the "defaults" declaration, adding additional XmlDatastreams results in the references being overwritten, as described in the earlier issue description.

I would be interested to see if this problem is reproducable by anyone else or if it is a problem that is confined to my specific situation.

It sounds like you may have discovered a bug - perhaps we never happened on it because we always specify defaults. I'll try to see if we can reproduce it to confirm.

I've been going through the landscape.io report on eulfedora code, and I'm fairly certain that this is due to the use of a mutable parameter (i.e., a dictionary) as a default value (I had to read the important warning on default values. So, I think this code clean up should fix it, and it'll be resolved in the next release.
