I agree with you that minor-mode settings should be left to the user. However, Drupal's standards dictate that there be no trailing whitespace, so in that situation enabling the relevant minor-modes is easier (i.e. lazier). I believe it is useful for programmers working on Drupal to leave that logic in php-enable-drupal-coding-style. I do not work on Drupal though, so I am basing that only on what I have heard from others and could easily be wrong.

You are correct; Drupal does discourage trailing whitespace (as should
every project). I suppose the solution for me will be not to use the Drupal
style, since I can't deal with show-trailing-whitespace, it's too
visually jarring for me and I use whitespace-cleanup in my
before-save-hook so trailing whitespace doesn't make a difference to me
anyway. Just in case you're thinking about it, whitespace-cleanup is
way to aggressive to put anywhere other than a user's customize-file.

That is good advice, and I definitely agree. I am going to close this issue now but thank you for bringing it up because it lead to #53, which I believe will be useful to implement.
