Thanks @chrismccord!

I am 👎 because I would like to know how well it fares on big applications before adding it to plug. Since a lot of frameworks are going to depend on Plug, I would like Plug to be really stable and we can graduate things from the frameworks once they prove to be efficient.

PS: you probably want to remove the Mix.env check from plug. I wouldn't plug it if you are not in the environment it is supposed to run on. Besides, your application should not have runtime dependencies on the build tool.
