Further on Windows all symbols need to be resolved at link time, including
for dll's.

Thank you for the fix! Dejavu, this problem is also an regression. One of the
reasons for the add_plugin refactoring was to have things like that at a
single place, so that it cannot be forgotten and now it was forgotten on this
single place.

Sorry for the trouble.. Unfortunately I do not have a way to reproduce the
issue for automated testing.

The non-system (local) installation, however, is now tested here:
