I think Atom Shell is able to run the basic Atom editor now, it's OK to get started on killing CEF. I'll document what's already done and basic usages.

I just found that native node modules and child_process.fork are not supported by atom-shell yet, which are crucial for Atom to run, maybe we can wait until next week (I will go traveling this week).

Sure, let's wait until next week to get that working.
Instead, could you document how to get a simple webpage running with atom shell? I want to get familiar with how it will work.
