I'll check this out, I haven't tried outshine in Haskell yet.
It is triggering a ligature, you can tell by your cursor taking up both dashes, ie. a single character. I don't think that should cause issues but could be wrong.

FYI Outshine and others base all outlining off the outline-regexp
. You can modify this for haskell-mode
if ghc doesn't like it and everything probably will work. The asterisk-based outlines are the default for all non-emacs-lisp modes and are built by adding asterisks to its comment syntax. (The emacs-lisp not using asterisks for outlines is a historical artifact).

So it seems that --*
will parse as an operator in haskell rather than a comment. Which makes total sense actually :-)
