I'll check this out, I haven't tried outshine in Haskell yet.

It is triggering a ligature, you can tell by your cursor taking up both dashes, ie. a single character. I don't think that should cause issues but could be wrong.

Can you describe the error further?

Folds, applies faces, etc. correctly for me.

FYI Outshine and others base all outlining off the outline-regexp. You can modify this for haskell-mode if ghc doesn't like it and everything probably will work. The asterisk-based outlines are the default for all non-emacs-lisp modes and are built by adding asterisks to its comment syntax. (The emacs-lisp not using asterisks for outlines is a historical artifact).

So it seems that --* will parse as an operator in haskell rather than a comment. Which makes total sense actually :-)
