I also ran across this issue. I would say it's pretty severe, spoils the whole
installation experience, and most people are probably not patient enough to
search issues and look for workarounds. Hence, changing priority to P2.

The problem is Symantec Firewall. XP firewall has no problem. Other firewalls'
behavior is unknown.

Here is an immediate work-around:
Double-click Symantec Firewall icon in the system tray
push the "Options button"
push the "Advanced Options" button
Select the "Other" tab
Select "8080" in the HTTP port list
push the remove button
"OK" out
Reboot
The problem will be gone.

Note that Symantec Firewall causes a huge delay (tens of minutes) in AS
installations when you follow the work-around. A source code change is going in
today that will solve that. In the meantime, if you don't want the delay,
disable the firewall while you do the install.
