I believe windows only added support for multiple taskbars in windows 8 so it is lacking features such as adding toolbars to the other taskbar.
I have 2 possible solutions
- There should be some programs that can duplicate the taskbar on all your monitors. Then you can have it on your other taskbar
- Move the primary taskbar to your other monitor. (unlock the taskbar > drag it to the second monitor)

Another solution would be to change in Windows your primary screen to the second one, and playing your game on your first, now secondary, screen.
