Upon further investigation this seems to be a generic node/npm issue, see for exampel https://stackoverflow.com/questions/75767564/usr-bin-node-1-syntax-error-unexpected
I will close this issue, but am open to suggestions on how to resolve this.

For future reference:
Our package.json
looked like this (simplified)
{
"scripts": {
"oas": "node ./node_modules/.bin/openapi-typescript --enum"
}
}
Which worked well on Mac and DevContainers, but not on Windows.
Changing it to
{
"scripts": {
"oas": "openapi-typescript --enum"
}
}
And Windows is happy-happy

Ah glad you figured it out; I wasn’t aware of this issue. For what it’s worth we do run all our tests on Windows and guarantee basic support, but that doesn’t mean there’s not a gap somewhere we’re not testing. Please open another issue if you do find any bugs related to this library.
