I think this is because of

We do actually see test failures there. This workitem ran on DNCENGWIN-119 which is one of the broken ones that we just discussed.

Ah right, I see. I didn't see the testResults.xml there - https://helix.dot.net/api/jobs/d4e624ab-1138-4b96-9e46-154c943054ab/workitems/System.Net.NameResolution.Pal.Tests?api-version=2019-06-17
But I realized it's just us deleting it because a retry was requested.
Maybe we should just rename the file?

Yes that'd be nice.
We indeed got confused while investigating this as to why there was no testResults.xml even though the logcat says we produced one.
