If we are going to be using Python for ccFormat, perhaps we should rewrite our test support in Python as well. It'd be nice to have something that works everywhere (despite the extra dependency).

Sounds good. But I think we'd better update our temporary development and test harness written in powershell to a permanent one and prove it is stable. At that point, we can consider rewriting in Python to make it everywhere.
