Most of the layers are not publicly available yet. I hope most of them will be made public sometime during this quarter, but I don't really have any authority on this matter.

Layers are owned by the respective Dominica Government departments and are subject to their internal data policies. While there is a push for supplying most data to the general public free of charge, I don't think there is an official policy on this yet. I suggest you get in contact with the Dominica Disaster Vulnerability Reduction Project's (DVRP) Project Coordination Unit (PCU):

The DVRP PCU is responsible for the DomiNode project as a whole and should be able to answer any questions about it. It is also a good recipient for some citizen-pressure asking that DomiNode layers be made public 😉

@l-fawcett I will email now - but in case it doesn't go through, I will post here as well. I'd like to map all cities, towns, and villages. I'd like to apply a population to them as well. These layers should help:
