Something spam-creates a huge number of Vulkan devices and at some point this just fails. Don't know why this would happen (any third-party / nvidia stuff active that might interact with Vulkan and DXGI?), but this seems firmly outside of our control.

not sure if this is relevant but i know farcry 4 uses nvidia gameworks so maybe that might be causing the issue?

Shouldn't be, Gameworks features either just work™ if they are built on top of plain old D3D11, or require nvapi to work in which case you just won't be able to enable them on Windows with DXVK.
