It is easy to build a disk image using other DOS, I selected BW-DOS because:

• It is small,
• Runs on Atari 800 and XL computers,
• The command line allows for easy running of programs.

Yes, one limitation is that BW-DOS does not support the Atari DOS filesystems. But this is also a limitation of other DOS, as Atari DOS 2 does not support DOS 1 or DOS 2.5, DOS 2.5 does not support DOS 1 or DOS 3, etc.

With respect to the FORMAT command, the FastBasic disk does not include the FORMAT command - it is an external command, so it will not work. If you want the full BW-DOS experience, boot with a BW-DOS disk and from there use the BW-DOS commands, and you can copy from/to DOS-2 compatible disks using the "MENU" command.
