QR code V40 (binary data) not decoded about quirc HOT 4 OPEN

Try compiling quirc with -DQUIRC_MAX_REGIONS=65534, it worked for me with your file.

With the same type of
QR code , but from a picture taken from a cam, this one seems a little tricky. I guess I have to do some image corrections before , but what corrections in this case to allow detection ?

Taking a photo of a backlit LCD screen is unlikely to give you a suitable image for scanning, especially of a large code. If you zoom in on the image you've uploaded, you'll see that the sections of the image which should be white are scattered with black pixels, which likely confuses things.
