Article revisions can be made for other reasons too, like adding attachments. Maybe there should be a revision type, and only revisions which are content edits can be merged.

Ah yes, merging two revisions should merge the set of plugins as well. So if Revinsion#1 contains plugins (A,B,C), and Revision#4 only contains (A,B), then the merged result should contain (A,B,C). This is only relevant for the SimplePlugin model which is currently not in use :)

The general rule should be, I think, that any kind of revisions can be merged.. of course, the result should never be a "locked" or "deleted" revision.

Basically, the plugins should handle these sort of events, ie. that a new revision is created. They can do this through signal handlers. Currently, SimplePlugin handles a post_save signal when a new revision is created and updates all active plugin instances to any new revision created.
