The file exists. The problem is fixed adding the plugins to INSTALLED_APPS (I though the plugins were optional).

You're right that the default template means that the notifications plugin is mandatory... luckily it can be removed pretty easily by simply overriding the default templates... and I think the usual use-case is that someone overrides at least wiki/base.html

Since the plugins will be distributed with the wiki anyways, I think it's okay... but of course it should be mentioned in the README

django.contrib.sites is a similar case... you need to have it in INSTALLED_APPS for the first syncdb so the default site is created. Many apps rely on it, but actually it can be safely removed from INSTALLED_APPS after the first sync.
