You're right SFO1 supports metadata. Here is an introduction to droplet metadata and an introduction to Cloud-config the scripting.

I'm more concerned about properly escaping my content. Even after spinning up a VM, i am not able to see any user data from the CLI using curl http://169.254.169.254/metadata/v1/user-data

I understand you mean now :) Sorry for that. We need to improved the way we support user_data parameter during droplet creation. I reopen this issue and thanks for reporting this!

Enhancement request made in error. userData works as intended with simple carriage returns.

Example below for those of you looking like i was:
$userData ="#!/bin/bash\n wget http://mysite.com/install.sh\n chmod 777 installer.sh\n./install.sh"
$droplet->create("test", "nyc3", "512mb", "ubuntu-14-04-x64", false, false, false, array(), $userData );
