I meant to start up on this a couple months back but got slammed with contract work and made zero progress.
You are correct, it is currently a useless skeleton. I didn't share it on the NPM registry for this very reason.
Regardless, thanks for the swift kick in the ass. I have a week between contracts so I'll see what I can accomplish.

Late follow up but I made time earler this week to take a quick stab at this. Wasn't sitting on generator-ionic for the npm registry since it was devoid of any real functionality, but it seems someone else thought to do otherwise.
Regardless, feel free to take a look if you would like. yo ionicjs will get you set up with the ionic-seed project from Driftyco. I plan on rolling my own in the next few days, but we'll see where this ends up.
