Drug indications:
- Currently stored as drug attributes.
- Should "drug class"-y values be retained (eg

Proposed implementation:
- Continue to store raw attributes at drug claim level (though make some effort to split up conjoined values, like
antineoplastic agents, homeopathic agents
, into multiple attributes) - Continue to combine drug claim attributes into drug attributes, but normalize the values (so eg both
antineoplastic agent
andantineoplastic agents
become the same value). - Do some QC in the importers to ensure values that should be drug classes don't end up as drug indications.
- Also do some QC in the importers on approval data ("approved" should be a yes/no, anything else should go in indications or elsewhere)

Top-level Drugs get their Type attributes based on the normalization routine here -- we'll circle back to normalizing individual values as well as the big, grouped values (we should also make a Rake task for updating these values)
