This is a guide for creating a new addon and putting it on github, but it should give you an idea of how to import an existing custom map:

Download the custom game files. The content/dota_addons/sandbox folder goes in C:\Program Files (x86)\Steam\steamapps\common\dota 2 beta\content\dota_addons
and the game/dota_addons/sandbox folder goes in C:\Program Files (x86)\Steam\steamapps\common\dota 2 beta\game\dota_addons

Then you should see it in the workshop tools:
