One of optimizations:
in method layoutChildView remove recycler.bindViewToPosition(cellView,position) as you don't need it at all.

Also in fillNewSide rewrite when to smth like this

 while (screenBreadth - filled >= 0) {

            cellView = if (tilt == Tilt.VERTICAL)
                layoutChildView(recycler, currentColumn, currentRow, filled, screenLimit, direction, tilt)
            else layoutChildView(recycler, currentColumn, currentRow, screenLimit, filled, direction, tilt)


            if (tilt == Tilt.VERTICAL) currentColumn++
            else currentRow++

            if (cellView == null) continue
            filled += getDecoratedSide(cellView, tilt)
        }
