How to use the BMI framework to couple pyDeltaRCM with another model; can provide an example as well?

Sort out timestep updating and fractional timestep updating, once the pyDeltaRCM model has figured that out (#78, #46).

Update tests accordingly.

Once the kinks are worked out, the BMI wrapper should be pinned to a version of pyDeltaRCM in the requirements.txt file, and then we can create a release of the BMI wrapper and put it on pypi.

There are a series of BMI related files in the original pyDeltaRCM code, that I'm not sure what they do, and I was unable to find their purpose in the BMI 2.0 specs. Perhaps they are related to the WMT?

Do these files need to be added back into this repository to be BMI compliant?

The input parameters are currently listed in the docs, but they aren't really described.

It would be helpful to give a short description of each parameter, and which pyDeltaRCM model parameter they link to. Perhaps we can actually link to that parameter...?

The documentation seems to be building, and seems to be deployed to the gh-pages branch of the repo, but it is not being shown at deltarcm.org/BMI_pyDeltaRCM.

Need to look into the issue.
