This is a great discussion to have. My thoughts on this is that I agree we should not be steering people to a bunch of blogs within the notebook because the onus is on us for clearly explaining the contents of the notebooks. That being said, I do think that it is nice to reference documentation when relevant and documentation links are generally stable.

Suggested policy:

External links to blogs/theory resources should only be allowed in the README
External links to documentation allowed within notebook
Links to our own content (lecture slides) allowed within the notebook

I agree (in principle).

I think links to Wikipedia are okay everywhere since they are relatively stable.

I like adding links at the end of a notebook for "Future Study" Adding links in the middle, encourages people to leave and lose attention.

Links to our slides are good. But are they stable?
