@Conanra81 and @clomsy i dug through my backups and found an old compiled .dll of the recycle bin tool, I just threw it in directory of 1.2018.10.29 xrm toolbox and it loaded fine and appears to be working. If you need it DM me and i'll send you it to you if you need it.

Having the same issue. I can see it has status "red" on the xrmtoolbox homepage.
Why has this been taking offline? Desperately need this.

Dear Clomsy,
Sorry to hear this but I am not finding time to support this tool. If you have
development skills you can download and build the tool with latest XrmTool
sdk and upload to Nuget.

I am updating the nuget and also trying to approve from the XrmToolBox
team. Last time the plugin was rejected for some reason I don't know why.
Hopefully it should be listed in the tool plugin
