Does current time means record created_time? Or is it better to anchor to page load or submit time?

Also I assume it’s more representative to measure time between first interaction event (key pressed) and form submit. Because user can open new page, and be distracted by something e.g. phone call.

Doesn't matter really. Idea here is to make it possible to calculate avg time over some period of time. Say, before introducing of the new layout or hotkeys and after. So accuracy of created_time doesn't make too big difference.

As you wish. I would go with simplest possible solution for now, because it's easier to filter out outliersor calculate median rather than writing frontend code which will cover all cases of interaction. Up to developer.
