I don't know how to use drag and drop with tabs, and I suspect it would be difficult. In case it's of interest though, I have played around with adding "Move left" and "Move right" options to the section Edit menus, and this seems to work OK. I did it by copying and modifying the code for "Move up" and "Move down" from the generic moodle/course/format/renderer.php function section_edit_control_items to the corresponding file and function for the specific course format.

This would be really useful as the current method causes a fair amount of support calls.
