Change the windows sdk version of the project in the settings to whatever one you have available

uhm , I've tried that.
Tried on : 8.1, 10.0.10586.0, 10.0.17134.0 and 10.0.17763.0 . not sure what else to try, I have re-done the Library and Include file link

Might be the space in the folder name, not sure. I can assure you that the compilation works and it's an issue with your system / VS setup, not the project
